The two teams formed will focus on Kudo and Nyong Payams of Torit County and will seek audience with the relevant state line ministries so to further brief the state authorities on the findings in the rural areas.

A member of the Finance Management Committee of one the cluster organisations Lokuri Henry disclosed that one research team targeting service delivery gaps will head to Kudo Payam to compile required data while another team will be assigned to Nyong Payam to carryout a study on land distribution in addition to conditions of health services at Torit Referral Hospital in Torit town.

He said one of the research teams at Torit State Hospital will specifically seek to find out on availability and consistence of drugs, the human resource capacity, equipment, hygiene and response of health workers towards patients at the hospital.

Officials among the civil society groups have elaborated that multiple allocations of plots to an individual, allocation of a single plot to multiple applicants, irregular allocation and disappearance of plot cash are the issues the team targets to verify from Public Utility Ministry and Torit County authorities.

Davidica Ikai, another member of the CBOs’ financial committee says the study code named ‘Community Organizing Programme’, is an outreach activity aimed at identifying gaps, lapse, duplications and opportunities of service delivery.

The financial management official explained that civil society organisations are responsible to identify challenges affecting communities and bring the matters to the government’s attention.

She discouraged citizens from grumbling over lack of services without notifying government authorities of their conditions on ground, saying the best tool to engage government into development is through advocacy and lobbying.

The cluster of civil society organisations formed the research teams after a one-day orientation training last weekend with support from the National Democratic Institute (NDI).

Among the civil society organizations in the State that participated in the training include: Bira Women and Orphans’ Association (BWOA) from Ikwoto County, Kaikai Women Association (KWA) from Lafon, Any Step to Blessing (ASB) from Imehejek and Ikwak Women Group from Torit.

NDI engages the civil society organisations in the outreach programme to conduct community dialogues and advocacy with the objectives of finding out development gaps and demands of the citizens.
