In September, the Governor had made a statement to the council of ministers in which he had dispelled rumours of a major reshuffle in Western Equatoria as the state does not need significant changes since most ministers could perform well if they had money but lack of budget for services and capital expenditure is responsible for lack of service delivery in many areas and not that the Governor or his ministers are not doing enough.

The state government spokesperson, Charles Barnaba Kisanga, in a statement said it was necessary for the dissolution of the Ministry of Parliamentary Affairs as it was agreed with the Governors and the Office of the President that it was no longer needed in the system.

As such the Governor made a State decree 11/2013 for the dissolution of Ministry of Parliamentary Affairs in Western Equatoria State.

This decree also provides for State decree No 12/2013 for relieve of Hon Abbas Bullen from position of Minister of Parliamentary Affairs in Western Equatoria State.

For the appointment of a new political advisor it is the Governor’s right to appoint an advisor who he thinks can advise well politically and perform better in the role.

Hence State decree No 13/2013 provides for the relieve of Hon Robert Bandi from position of Advisor on Political Affairs in Western Equatoria State while State decree No 14/2013 then provides for the appointment of Mr. Mathias Onji as Advisor on Political Affairs.

Hon Mathias Onji will be sworn in as Advisor on Political Affairs today.
