In the case of the Jonglei Assembly, the quorum is half of the members, plus one- a minimum of 26 MPs. As of today, only 24 have reported for duty. 

The Speaker, Peter Deng Aguer, said that 25 MPs are missing, explaining: “The crisis started when the assembly was on recess. The Assembly will not open unless there is a quorum… We don’t know the whereabouts of the rest. If they don’t come, we will consider them to have joined the rebellion,” continued the Speaker. Officials disclosed that efforts are being made by the Assembly to find the missing 25 Members of Parliament (MPs).

Out of the 49 members, two have been confirmed to have joined the rebel movement of Riek Machar. They include Hon. Deu Chek, an MP who, having initially fled to the UNMISS camp, left with the White Army and is now in Ayod. Speaker Aguer explained: “We have rules and regulations which say that if a person is absent for a certain period of time, he or she can lose his or her seat. If they don’t report, then measures will be taken against them,” he said.
