The commissioner of Twic East County, Dau Akoi Jurkuch, said that the local order will be valid for a period of one month before it is reviewed and an evaluation made of its effectiveness. He further explained that anybody caught breaking the order will be fined, according to court regulations.

Commissioner Akoi told Gurtong while in Panyagor that alcohol is creating insecurity because there are many soldiers who shoot at night while drunk in the town. ‘’The alcohol is another problem creating insecurity, so we ban the alcohol in the shops even the beers [this is] because in this area there are many soldiers and when they drink they create a lot of problems by shooting up in the air when they are annoyed,” Dau Akoi said. 

Elijah Manyok, a citizen of Twic East county, says the security situation has improved in the county headquarters following the banning of alcohol last week. ‘’When we stopped all the alcohol in the market the situation has become normal. No shooting, people are restarting moving at night without fear. If you come to Twic East County now, the people are very happy. The community are very happy … the government is doing something good.’’

Simon Bol, a youth resident in Panyagor says a local order was recommended by the whole community of Twic East to reduce the rampant shooting being created by drunk soldiers in the town centre. ‘’That local order is commended by the whole community because the local alcohol can divert people … we have soldiers now within the community and even we have white army sometimes in the communities and when they take this type of alcohol they just shoot randomly”, he said.

Last year, the county issued a similar local order, with the result that the security situation improved in the villages of Twic. However, this year the number of soldiers has increased in the county because of the ongoing conflict between SPLA and anti-government forces.
