A statement issued by the Downing Street has confirmed that UK’s Prime Minister David Cameron will not be able to fulfil his claim of sealing a deal on Britain’s new terms of EU membership before Christmas. According to the statement, the prime minister has been in constant contact with the EU officials and has worked hard to reach a consensus at the December EU council next week. However, a phone call with the German chancellor, Angela Merkel, just confirmed the basis of that agreement had not yet been reached.

Mr. Cameron’s spokesperson mentioned that he “noted that the scale of what we are asking for means we will not resolve this in one go and consequently he did not expect to get agreement at the December European council.” Moreover, the statement added that “instead, we should keep up the pace of discussions and use the summit for a substantive discussion of the proposed changes in each area.”

After December, EU’s next summit is scheduled in February and would be the final opportunity to reach an agreement in time for the referendum on UK membership in order to bring the issue for a general vote in the UK in June. Analysts have calculated that at least 16 weeks are required between an agreement with fellow members of the EU and the issue being put to the British people. The campaign itself would require 10 weeks. However, things are becoming more complicated and the anticipated timetable is now becoming more tight.
