Report Rates Surrey Police as ‘Inadequate’ on Vulnerable Victims

Her Majesty’s Inspectorate of Constabulary has rated Surrey Police as an inadequate force while highlighting the case of vulnerable victims of crime. According to the inspectors, units specializing in protecting vulnerable people were overstretched.

The report issued by the watchdog revealed that teams are understaffed due to large numbers of vacant posts, maternity leave or long-term sickness absence, whereas expert officers are being diverted onto other duties, and some forces rely on “on call” personnel at weekends or overnight. HMIC’s Zoe Billingham mentioned that “what we’re saying is small failings lead to tragic consequences and therefore the police need to make sure they’re much more focused on these areas of harm, and ready to respond to children, and victims of domestic abuse, and other vulnerable people as and when needed.” It was added that “there has been a determined effort by police leaders to make domestic abuse a priority and the attitudes and understanding of frontline police officers are improving.” Nine forces were assessed as having a “cause of concern” while a further 15 had “areas for improvement.”

In response to the report, Surrey’s Police and Crime Commissioner, Kevin Hurley, alleged that “given that Surrey Police has seen large increases in the reporting of domestic violence, rape and child sexual exploitation I have taken measures recently to ensure that the force has the resources to improve its protection of vulnerable people.” Hurley stated that “some months ago, I also authorised expenditure of whatever reserves were necessary to put right these failings.”
