Working with intelligence officers from the Canada Border Services Agency, information was forwarded to Japanese authorities who investigated five individuals on their arrival on June 17, 2004, at Narita Airport in Japan and arrested them. The Japanese authorities seized 27.5 kilograms of crystal methamphetamine with a street value, estimated by the Japanese authorities, at $19 million.
The Toronto Police Service, Drug Squad – Major Project Section continued the investigation and identified three men alleged to be responsible for organizing the shipment. A Canada Wide Arrest Warrant was issued for one of the men who had fled Canada to avoid prosecution. In July 2011, he was arrested in California during a traffic stop. He was returned to Canada to face the original charges.
Assistance was also received from the RCMP International Office.
On Wednesday, August 17, 2011, Mansour Boroumand, 52, of California; Masih Boroumand, 47, of Thornhill; and Massoud Feizabadi, 41, of Toronto; were each charged with
1) Exportation of a Controlled Substance
2) Possession of a Controlled Substance for the Purpose of Trafficking
3) Possession for the Purpose Controlled Substance
