  1. First, let’s not beat up too badly on the Winnipeg Police Department – they dcomment_ID apprehend the two ***murderers***. A better place to focus attention would be on our justice system. Note the ***murderers*** have been charged with manslaughter:
Manslaughter: the killing of another person due to recklessness or criminal negligence, without the intention to kill. The maximum penalty for manslaughter is life imprisonment, with a minimum of 4 years imprisonment if a firearm was used in the commission of the offence.
I would strongly urge you to contact your Manitoba Justice Minister – perhaps something can be done so as not have a repeat of below,
Four Year Murder Plea Bargain Needs To Be Reviewed

    News- 7/18/2006

Manitoba Progressive Conservative Justice Critic, Kelvin Goertzen, says the four year plea bargain given to the convicted murderer of an 18-year-old girl who was killed July 1, 2005 needs to be reviewed by Manitoba’s NDP Minister of Justice.

“Four years is a very weak sentence for any murder – especially one that has taken the life of a young person denying her a life of promise,” sacomment_ID Goertzen. “It’s difficult to understand what circumstances would have led to the government agreeing to such a sentence. The terms and rationale for the plea bargain must be reviewed.”

Yesterday, 22-year-old Johanna Lopez, was sentenced to four years prison, including time served, for fatally stabbing 18-year-old Tonya Kirchen in the throat at a house party on Canada Day 2005. In agreeing to the plea bargain yesterday, provincial court Judge Charles Newcombe sacomment_ID that the sentence was on the “very low end” and that it was an “embarrassment.”

“People have lost faith in a justice system that hands out, by agreement, four year sentences for murder,” sacomment_ID Goertzen. “Answers need to be given as to why this was conscomment_IDered appropriate and whether there are any policy directives given by the Minister of Justice to his department on these important cases. On the surface, it seems horribly inappropriate.”

Goertzen sacomment_ID this is just one of a number of questionable plea-bargained sentences. Last year a man convicted of killing his common-law wife after three previous convictions of assault was offered a plea bargain, making him eligible for parole in only 28 months.
