The Prime Minister of Canada, Stephen Harper, had a very firm believe in January to help advance the cause of independence and prosperity of Canada’s First Nations but now it seems like that strong belief has decomposed due to inaction, and risks collapsing in a familiar cloud of inertia and distrust.

The National Chief of the Assembly of First Nations, Shawn Atleo, has transparently demonstrated the frustration of Canada’s native leaders with two letters addressed last month to Harper and Aboriginal Affairs Minister John Duncan. These letters caught the eyes of The Canadian Press, and it was revealed that Atleo criticized the total lack of development on the issues which Harper promised in January. These issues were specifically mentioned in the latter, namely education, comprehensive claims, treaty implementation, economic development and fiscal arrangements.

In his three-page letter to Harper, Atleo writers that “there has been a loss of momentum and sense of frustration (that) is being felt by the First Nation leadership.” It states that “this is exacerbated by the federal government’s broader legislative agenda, which has the potential for harmful impacts on First Nations, including changes to environmental regulation, fisheries and criminal justice.”

Whereas in the five-page letter addressed to Duncan, Atleo states that “First Nations leadership have keenly engaged in good faith to begin a dialogue only to be met by AANDC officials indicating that they have no mandate to even enter into discussions.” It was added that “we have been patient and reserved judgment. Neither that patience nor that demonstrated goodwill is infinite.”
