Elections Alberta recently declared that a “bulk donation” of $430,000 made to Alison Redford’s Progressive Conservatives by a company controlled by billionaire Daryl Katz was not in violatation of the province’s $30,000 donation limit. It was revealed that the Alberta’s independent Chief Electoral Officer found out that once the bank draft was issued, there were numerous receipts issued to several entities connected to Mr. Katz, which proved that all those parties later repaid Mr. Katz’s company, Katz Group Properties Inc.

The investigation resulted to the conclusion that the bank draft amounted to a “brief” loan to a numbers of donors by Mr. Katz’s company. One of those donors investigated during the investigation, an executive of Katz Group, Paul Marcaccio, was found to have been not allowed to donate, however it was clarified that there was “no violation on the part of Daryl Katz,” a pharmacy mogul and owner of the Edmonton Oilers. Additionally, the investigation declared that neither was there any foul play by the PC party.

In the report, Chief Electoral Officer, Brian Fjeldheim, mentioned that “the investigation revealed that this was not a single contribution of $430,000. There were, in fact, 17 contributions which totalled $430,000.” He stated that “KGPI was promptly and fully repaid by each contributor … KGPI essentially lent money to the contributors for a brief period and facilitated the pooling of their contributions through a single bank draft.” In the end, KPGI didn’t actually donate any money.
