Two opposite political forces joined their agenda to present a unanimous front today in order to oppose Qatar’s bid to move the International Civil Aviation Organization from Montreal. Sources have confirmed that the Foreign Affairs Minister, John Baird, and Quebec’s minister of international affairs, Jean-Francois Lisee, will be holding a joint news conference to express their common agenda of keeping the UN agency in Montreal. Even though it’s unusual for federal Conservatives and Quebec separatists to work together, Baird informed the House of Commons on Thursday that he will work with anyone to ensure the agency doesn’t move.
Qatar made a proposal to the agency last month, offering it to move the Montreal headquarters to the Middle East kingdom’s capital of Doha. Baird alleged that he was present in Doha in early April, though Qatar officials did not make any mention of their intended plans. The organization is tasked to set international standards for civil aviation and is the only United Nations agency based in Canada.
Baird highlighted that Qatar is a country with great wealth and has offered a lot of money to attract the agency to Doha, but that shouldn’t be a factor. Baird mentioned on Thursday, “We don’t think that these type of things should be for sale and we’re going to work strongly to convince other countries.” The mayor of Montreal will also be joining Baird and Lisee at their Friday’s news conference in order to support Canada’s bid and international unions who say Qatar’s offer is contradictory with the ICAO’s mandate.
