Witness Exposes a Judge’s Fraud to Quebec Corruption Inquiry

A series of astonishing testimonials this week at the Charbonneau Commission ended on Thursday with another set of damning allegations, ranging from warning calls for “prudence” by Quebec City to agitated reactions of a growing list of officials accused of misconduct.

Whereas on Thursday, a Quebec Superior Court judge was made the newest high-profile person to have his name taken for corruption at the ongoing inquiry, when veteran political organizer Gilles Cloutier accused Justice Michel Déziel of “committing fraud” in 1997. Cloutier stated that six years before his appointment to the bench by the federal government, Déziel worked as a lawyer and had close links to the local engineering firm Dessau. Cloutier swore that Déziel gave him $30,000 cash “in a white envelope” back in October 1997, and tasked him to align 40 people in the town of Blainville whom he can convince to write $750 donation cheques to a local municipal party, identified as Action civile de Blainville. Cloutier stated that “he (Déziel), being a lawyer, going to launder $750 donations, would reflect poorly on his code of ethics.”

Cloutier alleged that he was tasked to disburse cash from Dessau and compensate the “straw men” donors. Cloutier explained that his employer, engineering firm Roche, was not present in Blainville at the time, hence he thought it was not a problem to help Déziel. Cloutier informed the commissioners that “he committed fraud,” and “I had a duty to mention it now that he’s a judge.”
