Taking notice of years of complaints against Ontario’s largest youth jail regarding a range of deeds from undercooked chicken to excessive use of force by staff, the provincial youth advocate has demanded that the center shall be deprived of its ability to investigate itself. Irwin Elman mentioned in a statement that “it’s just kind of obvious to me,” because “there needs to be a fair, equitable, effective and transparent process, which means it’s not the centre doing its own investigation.”

Apart from its secrecy and lack of transparency, there were also many other disturbing issues raised by Ontario’s senior youth representative in light of years consultations with the Roy McMurtry Youth Centre. One of the highlighted concerns raised against the centre included its refusal to provide access to internal reports on allegations that staff assaulted youth, as it claimed it to have violated staff privacy. The report cites an example of one such recent incident, in which Brampton center termed an investigation to be no more than a “paper review” looking at details of an allegation. It was also revealed that the centre claims that all of the youth allegations of assault by staff are passed on to police, whereas the advocate’s office discovered that in fact it only provided summaries to the police on a weekly basis.

The advocate demands that it wants the investigations to completely obey and implement the same standards adopted by other child protection workers, including conducting of interviews with the alleged victim, the alleged perpetrator, witnesses and more.
