Mother Says Baby Born Last Year in Ottawa Jail Has Died

Mother of a baby boy born on the floor of an Ottawa jail cell last year, Julie Bilotta, has revealed on her Facebook page that her son has died. Bilotta, from Cornwall, Ont., prematurely gave birth to her son Gionni on Sept. 26, 2012, when she was serving a sentence at the Ottawa Carleton Detention Centre.

Bilotta explained her experience, describing that the jail guards disregarded her cries and paramedics only arrived when the baby was already halfway out. Bilotta’s Facebook page, which goes by the name Julie Dakota Garlow, mentioned in a post from Sunday that “how could this happen to us, life will never be the same! We love you Gionni mommy will be with you soon.” While replying to query from a Facebook friend, she straightforwardly mentioned that “he’s dead.” Previously Bilotta had posed on Oct. 6 that her son spent the night in hospital because he had been having trouble breathing. She alleged that “my poor baby was sick all night,” after which she updated that “I’m just happy we’re out of the hospital! Taking a nap then bringing him to see his brother n sister xo.”

Upon inquiry, Cornwall police confirmed that a baby has died, though they refrained from confirming whether it was Bilotta’s son. The Ministry of Community Safety and Correctional Services disciplined some of the Ottawa Carleton Detention Centre staff who dealt with Bilotta while she was in labour. Bilotta was serving a sentence following a conviction on fraud and drug charges, and breaking her bail conditions.
