Report Claims Lack of Oil-Sector Regulation Will Increase Emissions After 2020

According to a new report submitted by Harper government to the United Nations, Canada’s greenhouse gas emissions will increase abruptly after 2020 in case extraordinary dramatic efforts are not taken to restrain emissions from the oil and gas sector. The report was submitted to the UN Framework Convention on Climate Change in late December without any formal announcement or press release.

At the time of its filing, Prime Minister Stephen Harper indicated that his government is ready to delay the release of long-promised regulations to reduce emissions from the booming oil-sands sector as long as two years. The report does not provide any further information about how or when Ottawa plans to fulfill its promise made by Mr. Harper at the Copenhagen summit in 2009, when he vowed that Canada would reduce its emissions by 17 per cent from 2005 levels by 2020. Instead, the report generically highlights that the new regulations to will be imposed by “sector-by-sector” approach, while adding that provinces, businesses and consumers also have a responsibility to address climate change.

On the other hand, U.S. President Barack Obama has revealed a rigorous plan last summer, including regulations on new and existing coal-fired power plants, which would largely meet the U.S. 2020 commitment, which is the same as Canada’s. Director of federal policy for the Calgary-based Pembina Institute, P.J. Partington, mentioned on Wednesday that “we don’t know yet whether the U.S. will hit its 2020 targets, but we do know they take it seriously and they’re designing an approach that gives them a real shot at meeting the goal.” It was added that “clearly, [Ottawa] is not making an attempt to show how we’re going to get on track to meet the same target.”
