Kidnapping suspect Harpreet Singh Kanda charged with personating peace officer and kidnapping related charges

On January 12, 2014, members of the Winnipeg Police Service became involved in a missing person investigation involving a 14 year-old male victim.

Officers met with family members who reported that their son was missing, with the possibility that he had been kidnapped.

Numerous police resources were assigned, including investigators from the East District Crime Unit.

The investigation has revealed that a male suspect, who is known to the family, convinced the victim that he was an officer with the Winnipeg Police Service.

On January 11, 2014, the suspect arranged to meet with the victim when he advised him that he was investigating a report of an assault. He then convinced the victim that he was being considered a suspect in the investigation. 

The victim was conveyed to a downtown hotel at which time the victim’s phone was taken away and advised that he would have to stay in the hotel room for a period of time to avoid going to jail.

To further convince the victim that he was a police officer, the suspect produced a replica pellet handgun.

Leaving the victim in the hotel room, the suspect returned to the family residence. The suspect left an anonymous note for family members indicating that their son had been kidnapped and that he would be harmed if an undisclosed amount of money wasn’t provided.   

The investigation continued and the male suspect was eventually arrested and taken into custody.

The victim was located unharmed and returned to family members.

Harpreet Singh Kanda, 19 years-oldhas been charged with the following offences due to his alleged involvement:  

– Personating peace officer
– Extortion
– Kidnapping using a firearm
– Possession of a weapon
– Carrying concealed weapon prohibited device or ammunition

He was detained at the Provincial Remand Centre.
