Quebec’s corruption inquiry commission has received photographic evidence that will most probably serve as an enduring symbol of how the province’s construction and union bosses intermingled and took kickbacks. The Charbonneau inquiry investigating the interaction of rigged construction contracting has heard thousands of hours of testimony detailing how industry bosses bribed government officials in the system. Moreover, the inquiry also learned how political financiers, civil servants, politicians and union bosses gladly pocketed cash, hockey tickets, consumed expensive wine and meals and flew around the world on the dime of construction executives.
However, all these testimonies are simply as expressive as a single photo revealed on Monday. The picture showed construction magnate, Tony Accurso, waist-deep in Caribbean waters, allegedly applying a thick layer of protective sunscreen to the back and shoulders of a man often termed as a “god” in one of the province’s biggest unions, i.e. Jean Lavallée. A founder and decades-long president of the FTQ-Construction union, Mr. Lavallée, can be seen puffing a cigar as Mr. Accurso and business associate, Joe Lombard, slathered on the lotion.
The picture was clicked during one of the half-dozen trips Mr. Lavallée confessed having had embarked on Mr. Accurso’s yacht, The Touch. In his testimony, Mr. Lavallée agreed that “he was a friend for 32 years.” Confessing that his union also placed workers on projects run by Mr. Accurso, he mentioned that “it was another time. Who would have thought it was a sin to go on a boat?”
