Philippe Couillard’s Quebec government seems all set to dramatically increase daycare rates in Quebec, especially for the richer families, while putting an end to the universal system that allowed rich and poor to pay a flat $7.35 per day for access to public care for their children.

According to a report published in Le Devoir, a plan is scheduled to be presented before cabinet that would propose a raise in daycare rates to $8 per day for families earning less than $75,000 per year and rise to up to $20 for those with a family income more than $200,000. Consequently, the government is suspected to increase amounts to a 9 per cent hike at the low end to 272 per cent for the province’s richest families. The plan allegedly set to be enacted April 1 was ignited by Quebec government launching a review of spending last spring.

There have been several other reports but the government has denied them all categorically, however in response to this one, Mr. Couillard mentioned in the National Assembly on Wednesday that “we want to ensure families who need a place find one, to ensure the plan can be preserved, and to ensure the plan is just and equitable for the entire population, according to income.” Quebec’s subsidized and public daycare system was introduced by a Parti Québécois government in 1997 and was lauded as a way to encourage women to get back into the workforce while ensuring high quality care for all children.
