Quebec Imposes Restrictions for Energy East to Continue

TransCanada Corp. (TRP) was served with another set restrictions as it moves to build its controversial Energy East pipeline, i.e. opposed by natural gas customers in Quebec, as the Canadian province imposed several necessary conditions for the project linking the oil-sands to the Atlantic Coast.

Quebec has asked TransCanada to meet its seven conditions before giving it a green signal for construction of the pipeline. The restrictions were allegedly unveiled by copy of Nov. 18 letter authored by the provincial environment minister, David Heurtel, addressed to TransCanada Chief Executive Officer, Russ Girling, that was first revealed by Canadian Broadcasting Corp. The project has become extremely controversial after receiving growing criticism from environmental groups as the company aims to expand markets for Canada’s rising heavy crude supplies. The new conditions are anticipated to further delay Energy East pipeline after it recently heard bad news from a U.S. Senate in shape of a measure this week to expedite approval of its Keystone XL conduit to the Gulf Coast.

A spokesman for World Wildlife Fund in Toronto, Chris Chaplin, mentioned in a phone interview that “we were pretty surprised and very pleased to see that letter.” The organization aims to protect beluga whales as they are threatened by plans for a marine oil export terminal connected to Energy East in Quebec. In case the project goes through, Energy East crude pipeline would become North America’s largest, stretching 4,600 kilometers (2,859 miles) between Alberta and New Brunswick to ship 1.1 million barrels a day.
