CFIP Proposes a Permanent Version of TFW Program

The Canadian Federation of Independent Business (CFIB) has issued a new report today calling for a better solution, than the Temporary Foreign Worker Program (TFWP), to address permanent labour shortages. Highlighting the importance of entry-level workers, CFIB suggested an Introduction to Canada Visa that would both address critical shortages for small businesses and provide a clear path to permanent residence for foreign workers.  

CFIB president, Dan Kelly, stressed that “Canada was built by people who decided to take a chance, come here, and work hard to make a new life for themselves and their families.” Kelly stated that “The Introduction to Canada Visa would open up those opportunities once again. You shouldn’t need a PhD to live the Canadian Dream.” It was pointed out that controversies have engulfed the TFWP due to ill-advised changes, which have eradicated a vital lifeline for many employers and largely barred from the program employers in the restaurant, retail and hotel sectors in much of the country. The group urged that small businesses are desperate for relief and the Introduction to Canada Visa would be a viable solution for employers that also honors Canada’s immigrant roots.

According to Kelly, “one of the legitimate criticisms of the TFW program is that it was often employing temporary workers to fill permanent labour market needs.” It was added that “given the massive cost of turn-over, small businesses would much rather hire someone who is not temporary, but the permanent immigration system largely prohibits anyone with more junior skill sets. We need workers at all skill levels, including for entry-level jobs, and that need isn’t going away.”

  1. Anything to maintain a system of poor, poverty level wages. Why would we bring in immigrants who can only take jobs that do not pay them enough to live? Canadians would be subscomment_IDizing the immigrant AND the business!
    Immigrants should get a fair and equal wage just like anyone else. No one should be brought in for temporary slave labour.

  2. Great comment_content_IDea from CFIB (at least they are showing their independence from CPC masters)!
    Canada is growing yet our population is aging, so, immigration is a necessity (will become even more so once the effects of global warming become more wcomment_IDespread). If we are going to get newcomers, they should be offered a pathway to PR status and (hopefully) citizenship.
    If one safe enough to come here, good enough to hold down a job (and pay taxes), he/she deserves equal rights as a Canadian!
    Make all TFWs permanent and end the system of perpetual “temporary” status and exploitation.
