Prime Minister Stephen Harper has promised that if he is re-elected, he will make it illegal for Canadians to travel to areas controlled by terrorist groups like Islamic State. The announcement on Sunday highlighted the need to put an end to the flow of fighters to and from Canada. Harper alleged that the next Conservative government would create a new category of banned foreign travel zones known as “declared areas”.

According to Harper’s plan, these declared areas would include regions within foreign countries where entities such as Islamic State are engaged in hostile activities and recruiting and training followers. He explained that “eventually, some will try to return home, bringing with them whatever terrorist training they received to become a direct threat to the security of this country.” Canada is currently a key member of the U.S.-led coalition conducting air strikes on Islamic State targets in Syria and Iraq since last year. In his remarks, Harper clarified that exceptions will be made in the new law for aid workers, diplomats and journalists.

The most recent polls claim that the ruling Conservatives are a little behind the official opposition New Democrats in the upcoming Oct. 19 election. The Conservatives have taken a tough line on security following the killings of two soldiers by Muslim converts in separate attacks in Canada last October. It has already passed laws allowing police and security agencies to prevent people from going abroad to link up with Islamic State and similar movements.
