Liberal MP Navdeep Bains tabled a bill entitled the Red Tape Review and Reduction Act in the House of Commons today.  If enacted the bill would change the way that Government looks at regulation and make red-tape reduction a standard operating procedure.

“What I’ve heard from small businesses owners across the country is that there is too much red-tape getting in the way of growth and job creation” said Mr. Bains.  “They’ve heard the Conservatives talk about doing something about it but so far it’s just been talk”.

The bill whose long title is An Act to Amend the Statutory Instruments Act (regulatory reduction), compels all regulation-making authorities to set annual reduction targets.  These targets are set by looking at how regulations affect the ability of Canadian business to compete in the global marketplace, consulting with stakeholders and other regulatory bodies and identifying regulations that can be eliminated.  Those targets would then be reported to the Government and to Parliament to ensure transparency and accountability.

“This bill is about changing the DNA of Government and putting small business concerns at the heart of the decision making process” said Mr. Bains.

The bill was well received by the Canadian Federation of Independent Business which represents small business owners across the country.  “Our members have long asked that red-tape reduction be legislated to ensure that efforts are not abandoned when political priorities change” said CFIB President Catherine Swift.  “This bill shows the politicians are listening and we welcome working with all parties to ensure that cutting red tape never goes out of style”.
