The Minister of foreign Affairs and International Relations. Dr. Barnaba Marial Benjamin has today issued a statement on the media reporting that authorities in Juba announced on Tuesday a ban on foreigners, including aid workers in order to give their positions to the nationals.

“It was reported in the media citing that authorities in Juba announced Tuesday 16th September 2014 a ban on foreigners including aid workers in order to give positions to the nationals. This is not true,” said the Minister.

“In reference to the circular, we are not talking about technical or professional positions such as Nurses, Head of Missions, Country Directors and Financials Controllers of any institutions including banking,insurance, hotels and Non Governmental organizations,” said Marial.

“The circular excludes all United Nations (UN) agencies, diplomatic corporations and organizations that signed bilateral/mutual agreement with the Republic of South Sudan such as IGAD, USAID etc” Marial added.

“We are targeting low-level positions existing in the various organizations, financial institutions, hotels etc. whose composition will not reach 40% of the total staffing structure, pursuant to the directives in the circular,” he said.

According to the copy obtain by Gurtong, the Ministerial Circular No. 007/2014 partly reads that institutions such as private sectors, hotel and lodges, Banks, Insurance and Petroleum companies, business entities amongst others, should advertise the positions of Executive Directors, Personnel Managers, Secretaries, Head of Human Resources Department.

“I must clarify that; (a). By Executive Directors, we mean Executive Secretaries and Secretariats; (b).Personnel Managers, we mean Human Resources Managers. (c). Public Relations, we mean front desks officers, receptionists and protocol officers. (d). other categories includes procurement officers and logisticians” Marial said.

“All positions listed under the provision of the Circular issued on September 12th 2014 will be advertised and fill by only qualified South Sudanese. All listed positions will be recruited in conjunctions with the policy of Ministry of Labor, Public Services and Human Resource Development,” the statement stated.

Dr. Marial assures foreigners in South Sudan that they are very much welcome adding that the government is not throwing out any foreigner as reported wrongly.

“There is no statement in the Republic of South Sudan that says that they are expelling foreign workers in this Country. We want to make this thing clear,” said Foreign Affairs Minister.

“There are no foreign workers being expelled even from our region, whether they are Ugandans, Kenyans, Ethiopians or Eritrean amongst others” he said.

Dr. Marial pointed out that as for the labor laws; they will be clarified later when worked upon, not abruptly. We don’t want to make our guest in this Country restless for nothing. The Ministry of Labour, Public Services and Human Resources Development is working on the labour laws which will be shared with different private sector organizations.

 Dr. Marial said that the labour laws will be similar with other laws in any country, whether here in south Sudan or in the whole world. “There are labour regulations that specify certain jobs for nationals and non nationals like in other countries and those will be later on discussed,” he adds.

Marial stated that in any country, there are jobs that the nationals do and jobs which foreigners do, pointing out that most of you here have been in foreign countries and witnessed it.

“There is nothing that concerns UN, Embassies or UN Organizations like some people are fating it everywhere,” he said.

“We have called you here because of the alarm that has been passed out by you the media that we are throwing out people here.  We want to make it clear that we are not throwing out anybody”, Marial concluded.

The press briefing was chaired by the Minister of Foreign Affairs and International Corporation Dr. Barnaba Marial Benjamin  attended by the Minister of Labor, Public Services and Human Resources DevelopmentHon. Ngor Kolong Ngor, Under Sectary in the Ministry amongst others officials.

However, South Sudan Minister of Labor, Public Services and Human Resource Development Hon. Ngor Kolong Ngor on September 12th 2014 issued a Ministerial Order No. 007/2014 prohibiting and regulating the Services of Employment of Aliens in certain positions in South Sudan in a bid to reduce and protect the rights and interest of the people of South Sudan.
