The draft of Right to Information (RIT) Bill – 2013 has been approved by a sub-committee of the Senate Information and Broadcasting Committee on Thursday. Farhatullah Babar convened the meeting to propose few amendments to the RTI 2012.

Encouraging the information ministry to finalize the draft amendment bill by the first week of July, Mr Babar said he hopes that the Bill will be tabled in parliament in the start of July. Senator Syed Zafar Ali Shah, the information secretary and senior officers of the ministry attended the meeting.

Senator Babar declared that it was decided in the meeting to look past the advice of defense ministry which had asked the sub-committee to keep the Act pending till NoC of [the] Ministry of Defense.

The Defense Ministry in its views given about the introduction of RTI Act to the sub-committee had stated, “The subject Act may please be kept pending till NOC of Ministry of Defense”.

Mr Babar said the extensively delayed response from the defense ministry convinced the sub-committee to pave its own path.

“Never before an executive organ has been so contemptuous towards a committee of the house,” he said and demanded that the Defense Ministry should withdraw its remarks.

In addition, the sub-committee also recommended that the accessibility of information is just as important as freedom of information. It emphasized on the significance of establishing criteria to define the terms ‘classified, secret, confidential and restricted information’.
