Sweden Pledges Support for Sudan Security Sector

The Government of Sweden has pledged support to South Sudan in capacity building of the security sector, officials from the Swedish Embassy in Juba revealed late last week during their visit to Torit, the capital city of Eastern Equatoria.

Speaking on behalf of Swedish Government, Counsellor Ms. Ulrika Josefsson who led the delegation, held a meeting with the Eastern Equatoria State acting Finance Minister Hon. Lopuke Lotyam and affirmed continuous support mainly on funding trainings of Government cadres in addition to the current funding in support of security forces in South Sudan.

Ms. Josefsson who currently heads Development Cooperation in Swedish Government stated that the initiative aims at ensuring effective delivery of basic service to people of the South Sudan. She revealed that the Sweden Government gives funds through the UNDP and that the rolling out of substantial capacity building support programme will continue to be administered by UNDP since they have been implementing it for years now.

Josefsson said that improving the government’s capacity was urgent as it would enable the State governments to be confident as an independent nation since it was their ultimate objective. Their ongoing visit is extended to all the Ten States of South Sudan with aim to evaluate how their funds, previously channelled to South Sudan through UNDP have been utilized.

The commitment of the Swedish Government to support the development of South Sudan remains a top priority as they seek to strengthen governance, economic growth including provision of basic services to citizens.

The acting EES Finance Minister Hon. Lopuke welcomed the visiting delegation and thanked them on behalf of the State government for their constant support.

Lopuke acknowledged contribution by UNDP specialists who are seconded to the EES’ Ministry of Finance. “The UNDP specialists have evidently contributed in EES 2011 budget plan until it was passed by State Assembly earlier this year,” Lopuke confirmed.

He told the Swedish delegation that the State had great potential but lacked particular resources to exploit including finances, inadequate capacity and insecurity that play a bigger role in investment and development.

The Finance’s Director General, Alfred Kayumba Tugul who attended the meeting pleaded to the visiting officials to also consider donating some funds to expand their Ministry’s offices in order to accommodate civil servants for executing service delivery.

Prior to the meeting, the delegation met and held several meetings with other key State leaders including the acting Governor Nartisio Loluke Manir, who is also the State Deputy Governor and the Torit County authorities.
