UNHCR Calls For Juba-Khartoum Cooperation

(L-R) Ms. Lise Grande and Mr. Antonio Guterres speaking during the press conference in Juba [©Gurtong]The United Nations High Commissioner for Refugees, Mr. Antonio Guterres has appealed to the governments of Sudan and South Sudan to create a conducive environment for the repatriation of South Sudanese internally displaced persons still in Sudan.

Addressing the media on Tuesday in the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA), Guterres said that vulnerable IDPs will be transported by air. These will relay on the level of cooperation the two countries will exhibit for the international community to act.

“A key aspect of the mission is to find human rights minded and dignified solutions for all those citizens of South Sudan in the Sudan. We estimate about 700,000 people (IDPs). Some might be willing to remain and we hope that their rights may be respected.” Mr. Guterres said.

“It is a huge undertaking and it needs a very close cooperation of the two governments. Am here in this mission to appeal to the two government to make sure that they come together to organize a way that respect human value, rights and dignity of people for the transportation of the internally displaced persons from Sudan to South Sudan,”  Guterres expounded

Mathematically, to repatriate an estimated number of 700,000 IDPs in a humane and dignified way from Khartoum to South Sudan in such a situation will be absolutely impossible by the end of April as stated by the government and the UN agencies. There are logistic nightmares, funds to put the dream plans to action among others.

The South Sudan UN Humanitarian Coordinator, Ms. Lise Grande, echoed that the UN is going to mount a complex and expensive emergency operation in South Sudan since the CPA was signed in 2005.

Most areas in Pibor County and other parts of Jonglei State can only be accessed by plane. There are few implementing agencies and the mission is going to be over stretched.
