He made the appeal while addressing hundreds of delegates; senior government officials both from the National and State governments, civil society activists, religious leaders, youth and women at the two-day Greater Equatoria Conference in Juba on Thursday.

“Educate the rest of the public; tell them where the dangers and the risks in the constitution are,” he appealed.

The South Sudan Transitional Constitution 2011 is in a review process to make the permanent one for the country.

The high illiteracy rate in the country estimated to be around 70% is one the critical challenges hindering the understanding of the issues of concern in the constitution for an appropriate people centred constitution.

Ignorance is another factor but Igga said it is not only the role of the National Constitution Review Commission (NCRC) but the leaders also have a greater role to play in sensitizing the mass.

Already circles of the public say the draft copy of the permanent constitution which the commission is tasked to make should be subjected to a referendum.

However Igga said unless the public is very well sensitized on the constitution, referendum may not yield better results.
