Though the Parliament was divided over the issue to vet the new Cabinet government and Ministries at 19 against 14 votes in favour of approval of the new Cabinet members, two out of 35 member attendants remained neutral during the voting.

Therefore, as a result, the new Cabinet members were favoured following the approval.

The House expressed need to lengthily discuss the matter before endorsement so all members would be satisfied but Hon. Peter Khamis Lokaale of SPLM representing the people of Kapoeta North County overrode the debate as he moved a motion calling on the House to support the endorsement of the new Cabinet as it had been sent in to the House by the state governor.

The Chairperson of Economic Finance and Public Accounts, Hon. Dominic Otwari Theodore of Torit County USAP Party, immediately the motion but a countermotion was moved by the SPLM member Hon. Ofis Asada, constituency No.3 Torit County who was seconded by Hon. Otim Peter Karlo, the former state Roads and Transport Minister in Eastern Equatoria’s present government under the leadership of Lobong.

This compelled the Deputy Speaker Napwon who presided over the sitting to call for voting which made 19 members voted against 14 member votes in favour of approval of the new Cabinet members while two out of 35 members present remained neutral during the voting.

The Members earlier on discussed that the newly established Ministry of Information, Broadcasting Telecommunications and Parliamentary Affairs be separated into two Ministries of Information and Telecommunications and Parliamentary Affairs respectively so the latter is able to take care of issues related to the Parliament.

As a section of the members wanted first to properly discuss when Hon. Peter Khamis Lokaale overrode the debate.

The State Governor Louis Lobong Lojore had on Saturday issued a gubernatorial decree announcing new state ministers and advisers.

Issuing a decree number 21/2013, the State Governor Louis Lobong Lojore appointed the state Ministers as follows.
1. Hon. Clement Laku Chichim – Minister of Information, Broadcasting Telecommunications and Parliamentary Affairs
2. Hon. Charles Ambrose Lokonoi – Minister of Local Government, Law Enforcement and Wildlife Conservation
3. Hon. Sam Felix Makuja – Minister of Finance, Commerce, Investment and Economic Planning
4. Hon. Michael Lopuke Lotyam – Minister of Education, Science and Technology and Youth and Sports
5. Hon. Dr. Margaret Itto Leonardo – Minister of Health
6. Hon. Lorika Stella Brenda – Minister of Labour Public Service and Human Resource Development
7. Hon. John Ochan Bongomin – Minister of Agriculture, Forestry, Irrigation, Cooperative and Rural Development
8. Hon. Hassan Urbano Alex – Minister of Physical Infrastructure
9. Hon. Patrick Lodinga – Minister of Animal Resources and Fisheries and
10. Minister of Gender, Culture and Social Development – still vacant; to be appointed.

The state governor Lobong also issued a another decree No.22/2013 appointing his Advisors in accordance Article 99(a) of Transitional Constitution of as follows;

1) The former Minister of Internal Affairs and Public Administration, Hon. Claudio Suleiman Liling, as Advisor on Peace and Reconciliation,
2) The previous Minister of Information and Telecommunications, Hon. Felix Otuduha Siro, Advisor on Political and Administrative Affairs,
3) Hon. Emilio Loki who has been serving the people of Budi County at EES Legislative Assembly, Advisor on Gender and Social service,
4) The former on Political and Administrative Affairs Hon. Abdallah Kapelo Meri Advisor on Youth and Private sector,
5) Another vacant position for one Advisor is to be filled through appointment, the decree says.

The governor had last week advised those affected in the cabinet shakeup to join the private sector as part of supporting growth and development in the state.

The Governor had last week presided over an extraordinary Council of Ministers held at the state Secretariat general for the government, with a sole purpose to briefly familiarize the cabinet members along with Chairpersons of state respective Commissions on the impact of the imminent dissolution of Ministries and Commissions with subsequent reshuffles of both.

Underscoring the need for the leaders to contribute in development if some of them happen to be removed as a national decision will compel the governor to, Hon. Lobong advised them that if happens or if some of them are affected, they must continue to cooperate and understand that what happens is a national decision but not himself the governor or as an individual.

He also appealed the cabinet to immediately help engaging themselves with commitment in private commercial activities as a means to sustain development the state while working together to support the going as far as development is concerned in the state.
