India has expressed its concerns over certain budget allocations announced by the newly elected government of Pakistani Punjab. The PML-N led Punjab government has allocated PKR 350 million to establish a Knowledge Park at Markaz-e-Taiba during fiscal year 2013-2014; an announcement that has apparently apprehended Indian government.

Markaz-e-Taiba is considered as the largest centre of the Jamaat-ud-Dawah (JuD) – a group operating from India – which allegedly has strong ties with the banned Lashkar-e-Taiba (LeT). The government of Pakistani Punjab showed determination to spend millions in the development of Markaz-e-Tiaba.

“Grant-in-aid to chief administrator Muridkey Markaz (is) Rs 61.35 million,” a government document stated.

Indian authorities believe that the core offices of JuD are located at Muridkay, the outskirts of Punjab’s largest city, Lahore. Announcing the provincial budget, Finance Minister Mujtaba Shujaur Rehman said the government intends to establish a Knowledge Park in Muridkey and has allocated Rs 350 million for the park and other developmental initiatives in Punjab.

In 2008, the Punjab government took control of Markaz-e-Taiba and has been spending millions in improving its administration. Officials claim that the budget allocations were intended to improve welfare services provided by the JuD’s schools, dispensaries and hospitals across the largest province of Pakistan. It is noteworthy that JuD has never been banned and its chief Hafiz Mohammad Saeed in a free citizen.
