MP, Nick BolesAn ally of the prime minister is expected to argue regarding stop providing free bus passes, TV licences and winter fuel payments to better-off pensioners if the party is re-elected in 2015 general election.

A former director of the Policy Exchange think-tank, Nick Boles will make a speech to forward his suggestion to the Resolution Foundation, which focuses on people with low and “modest” incomes.

David Cameron has said he will not touch the benefits in this parliament.

However, last month Work and Pensions Secretary Iain, Duncan Smith suggested that commitment would be reassessed in the run-up to the election.

The MP, who is close to both; the prime minister, David Cameron, and the chancellor, George Osborne, will state: “If we are to achieve stability in our public finances and make crucial investments in improving productivity and competitiveness, we must find a way to save at least £8.5bn from the £145bn we currently spend on benefits other than pensions.

“If we are going to protect spending on pensions – as we should – equity between the generations requires that these cuts cannot only fall on adults of working age.

“We need to acknowledge now that we will not be able to continue the protection of these other benefits for better-off pensioners after 2015.”

An editor of Gransnet – a magazine for grandparents, Geraldine Bedell has raised an issue that the problem lies in deciding the “cut-off” point when determining eligibility for benefits.

She said: “We know that whenever you have means testing you get a cliff edge and very often the wrong people fall off the cliff.”
