The Electoral Commission will carry out a review of how the police and crime commissioner elections were conducted after the record low turnout at PCC elections in peacetime history.

It turned to be the lowest ever turnout for a national poll, ranging from 12 to 20% in the 41 areas where voting took place.

The independent candidates picked up two of the positions, in the North Wales and Gwent force areas. Labour won in South Wales with the Conservatives taking Dyfed-Powys. Julia Mulligan is the newly elected Conservative PCC for North Yorkshire.

The former head of royal protection at Scotland Yard, Dai Davies criticised having any commissioner and said it was another level of bureaucracy.

The lowest level turnout had sparked the concerns regarding elected candidates lacking a mandate, and questions over how the polls were prepared for and run as there were several polling stations were no votes were cast at all.

However, a former Metropolitan Police officer Byron Davies, now the Conservative assembly member for South Wales West has said despite the “regrettable” turnout the newly elected commissioners did have a mandate.

Criticisms have mainly focused on the government’s alleged failure to provide the public with enough information about the new role, and the candidates standing, as well as the poll being held in November.

The ‘thorough review’ report ordered by the Electoral Commission will be presented to Parliament next year. Electoral Commission Chair, Jenny Watson says the turnout figures were ‘a concern to everyone who cares about democracy.’
