Education Minister Karen Casey has announcement in a statement issued on Saturday that all public schools in Nova Scotia will be closed to students from Monday onward. According to Casey, the government has decided to make this move in order to ensure the safety of all the students in response to the decision by Nova Scotia teachers to start working to rule on Dec. 5, which will limit teacher’s supervision to just 20 minutes before and after the school day.
During the press conference on Monday, Casey mentioned that “the legal duty to help keep students safe is unconditional. It does not start 20 minutes before school starts, or take a break for lunch, or lapse 20 minutes after classes.” In her comments, Casey pointed out that such job actions will put students’ safety in jeopardy, including students with special needs who may need help when arriving at school, or others with food allergies and other health issues that may require assistance. Therefore, the minister elucidated that the Education Act’s provisions to keep students safe at school “take precedence over collective bargaining and contractual rights.”
However, Casey further clarified that teachers are still expected to be at school as usual on Monday and that the government’s latest move is not a labour lockout. Moreover, the government stressed that legislators will be called back to the House on Monday and “with the passage of the legislation and with the new contract for teachers, there will be no interruption in the examination periods or any of the normal expected programs that teachers deliver.”
