Quebec’s Bill 14 Does Not Extends Language Law to CÉGEPs

The newly proposed amendments to Bill 101 by the Parti Québécois government will not broaden the language law to the CÉGEP level. Though the graduates from English high schools and CÉGEPs will still, however, have to demonstrate a “good knowledge” of French, along with French tests for professional orders like nursing will now be toughened under the proposed changes.

English CÉGEPs will be encouraged to favor the admission of English-speaking students and English teaching will be upgraded in the French school system, including CÉGEPs. Moreover, companies which hold even 26 employees on its payroll are going to have to demonstrate their services and employees have the ability to work in French. Currently the law sets the requirement for companies with 50 employees or more only. But now even smaller companies, or small businesses like as dépanneurs, will have to fulfill the requirement of keeping an on-duty staff that can perform services in French too. Lastly, the municipalities that now have bilingual status might lose their distinction in case a census shows that they are having less than 50 per cent anglophones.

The Immigration Minister, Diane De Courcy, tabled her long-awaited bill on Wednesday for updating Quebec’s Charter of the French language, which the Parti Québécois government considers an unavoidable reaction to the threat posed by the growing use of English to Montreal’s French character. Furthermore, the Bill 14 inducts “new rights in linguistic matters” to the Quebec’s human rights charter. This will enhance the inspection process, meant to ensure the law is respected.
