The Immigration Minister of Canada, Jason Kenney, is expected to announce a detailed list of countries his government deems to be “safe” for the sake of dealing with refugee claims in Canada. Just a day before the declaration of omnibus refugee bill, C-31, will be implemented, Kenney is highly anticipated to share a list of suitable countries in Europe and Latin America the government claims deems to be largely unfounded or “bogus.”

The announcement is expected to be made by Kenney during a news conference sometime after 9:30 a.m. ET on Friday. The listed countries will be obliged on the so-called Designated Country of Origin List. Technically the refugee claimants of these countries will be give less time of preparation before hearing their claims, not have an opportunity to appeal a negative decision until a new appeal division within the Immigration and Refugee Board, and have only 45 days time till their hearing, in case they make a claim at the border, or 30 days, in case they make a claim inland. Moreover, the claimants will be given much faster removal times in case the claim is rejected and will be allowed to appeal for a judicial review, though they could be deported before that.

Moreover all failed claimants will be disallowed to appeal on humanitarian and compassionate grounds, or request a pre-removal risk assessment, at least until a year after their claim was rejected. Additionally, they will also stand ineligible to basic and emergency health care (other than the treatment of conditions raising public health or safety issues).s
