Two Saint John people Cecile Deschamps & Herman Thompson fined for defrauding the Canada Pension Act

On January 8, 2013, 63 year-old Cecile Deschamps and 61 year-old Herman Thompson, both from Saint John, New Brunswick, were sentenced and fined in Saint John Provincial Court in relation to fraud charges under the Canada Pension Act that they pled guilty to in November 2012.

The RCMP’s Federal Operations West – Fredericton office conducted an investigation that revealed that between May 2004 and October 2006, Cecile Deschamps was obtaining a Canada Pension Plan Disability benefit while being gainfully employed or capable of being gainfully employed. At her sentencing she was fined $4500 and must pay back $ 15 406.99 to Revenue Canada. 

In a separate investigation, the RCMP’s Federal Operations West – Fredericton office conducted an investigation that revealed that between April 1998 and April 2008, Herman Thompson was also obtaining a Canada Pension Plan Disability benefit while being gainfully employed or capable of being gainfully employed. At his sentencing he was fined $3000.  He must also pay back $ 22 840.55 to Revenue Canada.
