The investigation aimed to probe a proposed multicultural outreach plan intended to strengthen the support of Liberal party with taxpayer money has confirmed allegations of serious misconduct by public officials, and misuse of government funds and a deliberate use of private emails for concealing the truth. The investigation team composed of four deputy ministers, lead by the deputy minister to the premier, John Dyble, found leaked memo illustrating that civil servants were allegedly mixing public and party work, while also acquiring government resources for Liberal party purposes.

The report published by Dyble on Thursday confirmed all said allegations. It was revealed that two public officials, namely former deputy chief of staff to Premier Christy Clark, Kim Haakstad, and a former communications director, Brian Bonney, were involved in serious misconduct and that several others, including former broadcaster and the premier’s director of outreach, Pamela Martin, were also occupied in a misconduct to a lesser extent. A memo, dated Jan. 10, 2012, was revealed focusing on a multicultural outreach plan under which officials in the premier’s office, the Multiculturalism Ministry and the Liberal caucus were to cooperate in using taxpayer-funded resources for helping to gain more voters for the Liberal party in ethnic communities.

Pamela Martin was present along with several other government, Liberal caucus and Liberal party officials who attended a meeting called by Haakstad, resulting in the formation of the plan and the memo obtained by the NDP.
