Former mayor of Montreal, Gérald Tremblay, was present at Quebec’s corruption inquiry headed by France Charbonneau, where he mentioned that he was focused on saving “a city in peril” at the time he took office in 2001 so he did not have time to micromanage corrupt contracting practices or soil his hands with the dirty fundraising that took place over the next decade.

Mr. Tremblay began his testimony on Thursday, elucidating on how he faithfully trusted his assistants and officials charged with administration and fundraising for his party, Union Montréal. Meanwhile, he also alleged that it was “impossible” that the party was skimming three per cent from all party contracts. He alleged that “what would we have done with that money?” Upon inquiry by counsel, Sonia LeBel, and inquiry head, France Charbonneau, about how could the mayor both delegate everything and still be so confident that there was no three per cent, he replied that “I am not a naif, nor am I willfully blind.” Mr. Tremblay stated that “I’m not naïve but I do trust people.”

Mr. Tremblay gave up his seat as Mayor last fall due to allegations against him, implying that he willfully overlooked while corruption pervaded the city’s construction contracts, as mob, city officials and the mayor’s party were all taking a cut. Justice Charbonneau further inquired that “If you are not naïve or willfully blind, how did you not see that?” to which he persistently asked “See what?”
