Manitoba Relaxes and Updates Liquor Licensing Rules

The Government of Manitoba has recently made a set of changes to its current liquor licensing laws, including the permission to sell or serve alcohol in salons and spas. These newly implemented amendments to the liquor licensing rules, presented on Tuesday, allow that customer service locations like hair salons and spas can serve alcohol.

Furthermore, the government is considering numerous other flexible methods of amending liquor license terms and conditions, for example including the establishment of a special category for distinct areas of a city, like Winnipeg’s downtown sports, hospitality and entertainment district. CentreVenture has now begun developing the SHED in the city’s core area, planning to create affordable housing, hotels and entertainment spots. A Manitoba Minister, Dave Chomiak, confirmed that areas like SHED will be eligible to apply for special licenses. Chomiak further exemplified the rules, asserting that at the time of major events like the Grey Cup being hosted in Winnipeg, businesses in the area will be allowed to apply to stay open and serve alcohol for 24 hours a day.

The amended rules will also replace several “outdated” ones, for example the limitations of cabarets. Current laws only allow a capacity of 200 persons or more to be classified as a live music or entertainment venue, though new regulations will also include DJ performances as live entertainment at cabarets. Furthermore, the need of separate bar and restaurant designations will be no longer required. Likewise, the province will also stop monitoring the ratio of food compared to liquor that is sold.
