A notable Laval administrator, Jean Roberge, recorded his elaborative testimony at the Quebec’s corruption inquiry, explaining complete details into how corruption took place in Quebec’s third largest city. Roberge, who worked as the deputy general manager for the city of Laval since 2007, straight-forwardly admitted that entire corruption network was well under the radar of Mayor Gilles Vaillancourt.

Roberge started his testimony from the time he began working for the engineering consultation firm, Equation, where he allegedly conspired frequently with other engineering firms in Laval, including CIMA+, MLC, Courtemanche, Genivar, and others. He reiterated that this was not only in complete knowledge, but was with the consent and in interest of city administrators. Roberge also revealed to have bribed former deputing general manager, Claude Deguise, with gift cards worth $3 to $4,000. Roberge explained to have been personally offered the position of Deguise after he quit city hall, where he revealed his task was to keep prices fixed and conspire continuously so other administrators, including the mayor, could personally profit.

Roberge elucidated that occasionally few contractors would approach him directly and asked it was their turn to win a contract. He stated that “we are talking about important work. On a few occasions the representative, a representative of a firm would come and see me and say ‘the project is mine.'” He explained in detail that “I would say ‘on what grounds are you basing that?’ He would say ‘we confirmed it with the boss,'” and “I said ‘who is the boss?'” to which “he said ‘it’s the mayor.'”
