In a written statement released on Thursday afternoon, Education Minister Liz Sandals announced that the province has decided to end the capital funding freeze imposed on the Toronto District School Board last October in light of excessive budget on a number of building projects. The official statement thanked the provincial assistance team that was addressed to provide assistance to the board to “address capital and operating challenges.” It added that the team made “significant progress” that lead to decision of enabling “develop and submit capital project proposals and business cases to the ministry, which will be considered alongside capital proposals from school boards across the province.”

However, leader of the special assistance team and former director of education for York Region, Bill Hogarth, mentioned in his remarks that “there is much more work to do.” Sandals wrote in the report that “it is vital that the TDSB build on the good work they have completed with the special assistance team and continue to seek further opportunities for improvement.”

The report submitted by Hogarth and Ralph Benson appreciated the efforts of board for some initiatives, though it used same amount of harsh criticism as well, especially when it stated that during its progress, it “continues to be challenged by the lack of an organizational vision to support its core mandate of student achievement. Without buy-in and support for a common vision, the board will continue to operate in a fractured manner, due to existing behaviour and attitudes.”
