A province-wide government-sponsored consultation survey aimed at finding out public support behind the proposed Charter of Quebec Values has determined that 47 per cent are in favour. The report elaborated that another 21 per cent of the total sample, i.e. 4,000 people, are ready to support the proposed charter but with several significant changes, several of which are arguably aimed at watering down the charter much more than the Parti Québécois government wants. Furthermore, it was pointed out that 16 per cent have categorically rejected the charter, while another two per cent claim they do not support it even with modifications.

The summary of the survey was aimed at educating the government regarding views of Quebecers on the proposed charter via a website poll and through emails since it was tabled Sept. 10. Democratic Institution Minister, Bernard Drainville, insisted that the exercise has its merits. He alleged that if the consultation cannot be qualified as completely scientific, the fact that 26,305 Quebecers took part in the survey is significant. It was added that usually such exercises are dominated by people who are opposed.

Drainville stated that “many Quebecers went through the trouble of thinking this over and to give their views,” adding that “this also has a great qualitative value in my view.” He concluded that “the ball is now in our hands — we the elected.” Lastly, he announced that the government will consider all the opinions as it prepares to make changes to the charter.
