In an extensive interview over the situation surrounding Toronto’s Mayor Rob Ford for the first time, Toronto Police Chief Bill Blair explained that it was the task of Police to honestly provide a detail oriented Information to Obtain a Search Warrant document, called an ITO, which was later made public though it’s “not the police who do that.”

He elaborated that the police is only tasked to prepare such a document, which is aimed at convincing judges that officers have rational grounds to search a home or car, and that such document is completely sealed and concealed. However, he pointed out that it were lawyers, which in this case were particularly many who acted for media outlets, and successfully persuaded Judge Nordheimer to unseal some or all of it. Chief Blair stated that “we do not release any of the information publicly.” He added that “we quite correctly put what we knew before the court.”

Chief Blair confessed that the document “is very detailed” and consists of almost 500 pages, as he also mentioned that “there was an extensive investigation that took place. All of the information that was gathered … went into the ITO.” It was added that “I think we had an obligation to full and frank disclosure to the court. But that goes into a sealed document.” Chief Blair concluded that it is later up to the courts to “determine what’s admissible and what’s in the public interest to release. That’s the way the system works.”
