Canada’s most wanted Fugitive man Guo Wei Wu to stand trial in Chinese court

On Thursday, January 20, 2011, 11 Division officers attended an address on Featherstone Drive, Mississauga in response to a complaint of two missing men. The 11 Division Criminal Investigation Bureau assumed the investigation and quickly determined that the two parties, Mr. Xiu Jun (Johnny) Fei and Mr. Jiangou (Tony) Han had been kidnapped and were being held for ransom.  A task force led by 11 CIB and supported by members from other areas of Peel Regional Police was formed and dubbed “Project Triple 8”.

On January 26, 2011, an injured Mr. Fei, was located wandering in a Toronto parking lot after being released by his captors. The other kidnapped party, Mr. Han died while in captivity; his remains were located in a Markham-area residence on July 11, 2011.

The lengthy investigation resulted in the charging of several suspects with offences ranging from Kidnapping to Manslaughter and the issuance of a Canada-wide warrant for the arrest of  Guo Wei Wu, the man believed to be the orchestrator of this criminal conspiracy. The majority of the charged parties’ matters were dealt with through the courts where they either pled or were found guilty of offences related to the kidnapping of the victims and the death of Mr. Han.  Guo Wei Wu remained outstanding until October of last year when he was arrested in China for an unrelated matter. The Chinese authorities, acting on the Interpol Red Notice advising of Canada’s interest in Mr. Wu, notified the RCMP Liaison Officer in China of his arrest.

Although no extradition treaty exists between Canada and China, Chinese law allows for the trial of Chinese citizens for offences committed in Canada.  Discussions and the exchange of information between the two countries has resulted in Guo Wei WU’s further arrest and detention for the offence of Intentional Homicide in the death of Mr. Han. The evidence in this case, as gathered by Peel Regional Police, will be provided to the Chinese justice authorities under the auspices of a formal Mutual Legal Assistance Treaty request that will be coordinated, reviewed and approved by Canada’s Federal Department of Justice. Once approved Wu will be tried in a Chinese court.
