Bergeron Disregards Criticism over Police Investigating Police

Quebec’s public security minister, Stéphane Bergeron, disregarded the criticism from the province’s human rights commission on Wednesday, which had complained about police investigating a fatal shooting by a police officer and asserting that the investigation did not have any creditability. Bergeron’s department tasked the Sûreté du Québec to handle the investigation into the death of a homeless man with mental problems, Alain Magloire, who was fatally shot by Montreal police on Tuesday.

Chairman of Commission des droits de la personne et des droits de la jeunesse, Jacques Frémont, stated that the process of police investigating the police has no credibility, as he demanded Bergeron to accelerate creation of the Bureau des enquêtes indépendantes, i.e. the rights commission recommended in its 2011 report on racial profiling. The commission pointed out that 108 people have been killed or seriously injured by police in last 10 years, out of which only two police officers were made to face charges.

In an apparent reference to the arrest of Montreal police officer who was accused of having had sold sensitive information to the Hells Angels gang, Benoît Roberge, the minister stressed that “I think it has been demonstrated in recent weeks that the police do not hesitate to take measures against colleagues when they have committed reprehensible acts.” Bill 12 was introduced by Bergeron and adopted unanimously in the National Assembly in May 2013, which enabled the government to create a civilian-led Bureau d’enquêtes indépendantes to handle such investigations.
