One of the key contender of Toronto’s mayoral piston, John Tory, has announced his One Toronto Transit Plan that includes an $8 billion surface subway. The much-awaited transit plan was unveiled on Tuesday, when Tory made a special speech to the Canadian Club and highlighted his plan to invest in a SmartTrack line. The 53-km regional express rail project is planned to use around 90% of the city’s existing tracks with 22 stops and all-day, two day service.

According to the campaign press release, Tory believes that “this is about providing relief to all four corners of our great city and moving people around in a smarter and faster way.” The $8 billion line is planned to extend from around Pearson airport west of Toronto down to Union Station and out to Unionville northeast of the city. In addition to that, Tory has vowed to fund the line with tax increment financing (TIF) from development along the line and to be fully electrified with a minimum of 15-minute frequency. Tory promised that his plan would be accomplished within seven years instead of the decades required to build a downtown relief subway line.

In addition to the SmartTrack line, Tory has also expressed his support for the Scarborough subway extension and the Eglinton Crosstown LRT. However, Tory’s plan does not include any stance on the Finch LRT or the Sheppard LRT projects, which are already approved by the council. According to Tory’s campaign, he does not plan to kill those projects despite the fact his plan doesn’t mention the LRTs.
