The Conservatives government has finally revealed the changes made to the temporary foreign worker program in order to eliminate the loopholes discovered earlier and make it tougher for Canadian businesses to hire workers from abroad. The amendments were aimed to make sure that the foreign worker program is used only when there is no Canadian available for the job and to put a limit on how long a temporary foreign worker can stay in Canada.
These reforms are prompted by an overwhelming criticism about the abuse of the foreign worker program that has led to an influx of foreign labour and brought down the wages and left Canadian workers on the unemployment line. The government admitted that several companies were hiring foreign workers even when competent Canadian workers had applied for the same jobs. It pointed out that some firms are developing their business model on the presumption of hiring foreign labour.
According to a note highlighting the changes, “a growing number of reports have found the excessive use of (temporary foreign workers) in certain sectors and regions may have had a negative impact on wages, employment and labour.” Furthermore, the objective of the reforms was said to ensure that the program is a “last and limited resort for jobs for which qualified Canadians clearly are not available.” In a comprehensive overhaul of the troubled program, the government aims to eliminate the practice whereby Canadian employers rely on temporary foreign workers for a handy supply of low-cost, readily available employees.
