In light of the recent findings of the integrity commissioner that Councillor Giorgio Mammoliti made $80,000 from an improper fundraiser, the council has voted to dock almost $26,000 in salary of the councilor. In a 37-2 vote, the city council decided on Wednesday to deny Mammoliti his salary for three months. This is the strictest decision taken by the council against any of its members as a result of an investigation by the integrity commissioner. Moreover, it is the maximum allowed penalty that the city can impose under a provincial law deemed inadequate by many.

The commissioner, Janet Leiper, recommended the punishment and she found that Mammoliti violated council’s rules on accepting gifts and benefits connected with the performance of their duties. Council heard from Councillor Gord Perks that “we saw the cheque.” Gord added that “do you think that there is an elector in the city of Toronto who thinks it’s appropriate for a member of this council to get two cheques for $40,000 at an event that people doing business with the city, and lobbyists, attended?”

On the other hand, Councillor Mike Layton alleged that “I think the public are demanding that we take action on this now” and added that “I think they understand, more than maybe some of you, about how serious a breach of trust this was, of the public trust. This is precisely the reason why the reputation of our chosen profession as public officials is so tarnished.”
