Ontario Premier Kathleen Wynne has also publicized her orders for all cabinet members in “mandate letters” to ministers on Thursday. This practice is being adopted for the first time in Ontario, following the lead of other provinces like Alberta, where Wynne has endeavored to let her residents know what their cabinet members are doing.

After a cabinet retreat in Sudbury, Wynne acknowledged that “there aren’t too many surprises in them.” It was revealed that the Environment Minister, Glen Murray, has been asked to take a hard line on polluters, alleging that “your ministry will put greater emphasis on prevention and on the ‘polluter pays’ principle, focusing initially on contaminated sites.” Whereas, Wynne wrote to the Treasury Board President, Deb Matthews, that “you will drive efficiencies and reduce costs” to eliminate the deficit, which sits at $12.5 billion this year, by 2017-18. In light of the upcoming civil service contract talks, Matthews has also been tasked to make sure “any modest wage increases negotiated are absorbed by employers . . . through efficiency and productivity gains or other trade-offs.”

On the other hand, addressing the controversies like the ORNGE air ambulance service and eHealth Ontario, Wynne also instructed Mathews to work with other ministers on “frequent risk assessments of government agencies to improve oversight.” These agencies include 246 government agencies by 30 per cent, which would mean eliminating 74 of them. Whereas, Community Safety and Correctional Services Minister Yasir Naqvi has been directed to transform a troubled jail system plagued with overcrowding.
