A Canadian technology research group, The Citizen Lab, has mentioned in its recent findings that Chinese hackers often attack activists, journalists and human rights groups using almost the same techniques applied to steal state secrets and spy on corporations. According to the report issued on Tuesday, the difference is that those groups lack resources to defend themselves against sophisticated interventions and hence face greater risk from exposure.

Upon inquiry about the claims, the Chinese government said to have not seen the report and straightforwardly denied knowledge or involvement in any attacks. The foreign ministry spokeswoman mentioned in the response that China is willing to work to “jointly safeguard peace and security, openness and cooperation in cyberspace.” Furthermore, the report pointed out that malware attacks against ethnic minority groups are common in China, focusing mostly on Tibetans, Uighurs, and religious groups such as Falun Gong, since as early as 2002. Director of the University of Toronto based company, Ron Deibert, alleged that “there’s no doubt about it. This is something that is, if not carefully orchestrated by the government of China, is certainly tolerated by them and they benefit from it.”

Earlier in July, Canada accused China-based operatives of hacking into a government computer network. The Citizen Lab issued a report analyzing the computer networks of 10 civil society groups over four years. The military unit was first identified by U.S. cyber security company Mandiant. A senior researcher at the company that acquired Mandiant, Nart Villeneuve, alleged that “they can build up capabilities against less well-defended targets and work their way up to target well-defended large companies.”
