In January 2015, members of the DRPS Major Fraud Organized Crime Section (MFU-OCS) began investigating a number of scams that started with suspects obtaining cellphones from service providers through identity thefts. The cellphones would be shipped from Quebec to GTA addresses, including Pickering and Mississauga. Suspects would access the shipment and use fake identifications to pick the packages up from Canada Post or UPS. The investigation eventually expanded to include money laundering, cheque fraud, possession of stolen credit card data and other fraud related offences.
On Wednesday March 11th, 2015 members of the MFU-OCS, along with multiple units including Tactical Support and Mobile Surveillance, stopped two people in a vehicle on Warden Avenue in Toronto.
Stephen ORUWARI, age 35, of Scarborough and Tsedey WHITFIELD, age 26 of Scarborough were arrested and their vehicle seized. They face a total of 58 fraud-related charges and the investigation continues. The accused were held for a bail hearing.
A search warrant at a Toronto residence led to the seizure of approximately $50,000 in property obtained by crime, including electronics, cellphones, high-end designer clothing and purses and various housewares, stolen identity documents, cash and stolen credit card data.
